Closes #1299

Adds a bounded changed-first Following review session so Previous/Next and Send & next stay inside watched changes. Exact-revision acknowledgement occurs only after preview success; Back/Escape returns to Following with reviewed/remaining status.

Validation:

  • pytest -q — 2437 passed, 13 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_following_release.py — 1 passed
  • Node syntax checks for changed JavaScript
