Summary

expose Watch issue for every open issue, including work assigned to the current operator or a teammate
keep closed issues and pull requests excluded from subscription hydration and controls
validate the assigned-issue flow in Node behavior tests, backend integration tests, and rendered 320/390px Playwright coverage
roll the offline shell so installed PWAs receive the updated Search behavior

Verification

RED: assigned open issue performed no subscription load (loaded == [])
focused: 174 passed
rendered mobile: 2 passed at 320x568 and 390x844
full suite: 2442 passed, 13 skipped
