Closes #1313

Adds an opt-in, per-device Following Web Push channel with generic lock-screen copy, cross-worker delivery checkpoints, active-session validation, and a deep link into the changed-first Following review. Updates, deadlines, and start-day preferences remain independent.

Validation:

  • pytest -q — 2467 passed, 14 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest -q tests/e2e/test_mobile_following_release.py — 2 passed at 320×568 and 390×844
  • node --check on changed browser runtimes
