Closes #1330

Adds the complete assigned pull review-request flow: eligible reviewer discovery, author/current/already-requested filtering, stale-head guard, authoritative Gitea confirmation, single-flight mobile submission, retry-preserving UI, and 44px phone controls.

Validation: pytest tests/ -q — 2495 passed, 14 skipped.
