Closes #1348

Product slice

  • authorize authored, unassigned open pulls across route resolution, detail, review data, checks, feedback, conversation, comments, reviewer management, and guarded merge
  • return explicit authored/assigned capabilities with workspace payloads
  • keep handoff and release assignment-only and remove those controls from the authored-unassigned mobile layout
  • preserve context editing and draft/review lifecycle actions for the author

Verification

  • pytest tests/ -q — 2546 passed, 16 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 pytest tests/e2e/test_mobile_authored_pull_queue_release.py -q — 3 passed at 320×568 and 390×844
  • pytest tests/test_frontend_bundle.py -q — 20 passed; core bundle remains under 100 KiB
