Closes #1354

Adds bounded, credential-redacted failure excerpts and exact-head retry for Gitea Actions jobs, with an accessible mobile recovery panel and readiness polling.

Verified locally: 2557 passed, 16 skipped; rendered at 320×568 and 390×844 with no page overflow and 44px controls.
