Closes #1368

Completes the production trust boundary for mobile source-branch cleanup: the exact branch deletion action is admitted by token/passkey step-up authorization, one-time grants are exercised end to end, and body-bearing DELETE mutations receive the 64 KiB request admission limit.

Tests: 2600 passed, 21 skipped with isolated state; focused authorization and request-boundary tests pass.
