Closes #1388

Product slice

Completes the mobile find/follow → read → react or correct flow by hydrating existing comment actions in Search Preview and Following without navigation loss. Exact comment mutations reuse the authorized issue/pull routes and update preview state in place.

Verification

  • Strict RED/GREEN behavioral tests for lazy actions and exact in-place comment paging
  • 320×568 rendered Chromium journey: React on all comments, Edit/Delete only for operator-owned comments, 44px controls, no horizontal overflow
  • Focused: 113 passed
  • Full suite: 2636 passed, 22 skipped
  • Gated mobile release journey: 2 passed
  • Core and mandatory workspace gzip budgets remain green
