Closes #1401

Loads a 37,320-byte gzip core + work bundle before the optional Today/planning workspace. Assigned work renders with actionable queue filters and safe forge links while larger tools hydrate independently; failed optional hydration keeps My Work available and retryable.

Validated with strict RED/GREEN tests, 2,660 unit/integration tests, and the packaged mobile browser suite (75 initial passes plus both corrected 320px/390px bootstrap cases).
