Product slice

• adds a thumb-reachable Human Gates row and count to the mobile queue sheet
• includes gates in the dock badge and accessible queue summary
• reviews gates after Delivery and before Agenda in Prepare Today
• routes mobile entry points into the existing exact-hash fixed-snapshot review
• updates counts and advances preparation after an authoritative decision
• keeps no-cache failures retryable instead of reporting a false clear state
• rolls the offline shell cache for the integrated assets

Verification

• RED/GREEN behavioral tests for phase priority, unavailable retry, queue routing, count publication, authoritative completion, and shell wiring
• python3 -m pytest -q: 2711 passed, 24 skipped
• Node syntax checks: passed
• Playwright at 320x568 and 390x844: 56px Human Gates row, exact route opens, decision count 1→0, no horizontal overflow
