Closes #141

Adds a confirmed, sticky mobile bulk-triage action and a bounded batch API that preserves partial progress. Successful notifications are removed from retained snapshots and assigned/review work remains actionable without its unread badge.

Tests: python3 -m pytest tests/ -q (126 passed).
