Closes #1423

Turns the phone Queues sheet into one truthful Next up action, active non-zero/unavailable queues, stable planning destinations, and a collapsed All queues disclosure without duplicate destination nodes.

Validation:

  • python3 -m pytest tests/ -q — 2720 passed, 25 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 python3 -m pytest tests/e2e/test_adaptive_mobile_queues_release.py -q — 3 passed at 320x568, 375x667, and 430x932
