Closes #1425

Adds a page-lifetime retryable single-flight broker shared by progressive My Work and Human Gates, preserves revisioned polling, hands the shared snapshot into dashboard hydration, and packages the broker in offline/release artifacts.

Verified locally: 2,724 unit/integration tests passed; 80 packaged Chromium journeys passed; deterministic release bundle checksum and manifest verified.
