Closes #1468

Outcome

• keeps progressive My Work at 51,947 bytes gzip without fetching the 224,943-byte Today/Planning workspace
• hydrates the full workspace once on a dependent action or valid deep link, then replays only after controllers are ready
• caches demand-loaded chunks after first use without pre-warming them

Verification

• RED observed for eager initial loading, dependent-action replay ordering, deep-link loading, and service-worker prewarming
• focused: 39 passed
• full unit/integration: 2,792 passed, 27 skipped
• packaged mobile Home at 320×568 and 390×844: 7 passed
• deterministic archive checksum verified

CI follow-up: the first browser gate failed because Playwright page routing cannot observe a feature request handled by an active service worker. RED reproduced locally, the recovery journey now explicitly blocks service workers so it tests the network retry path, and the focused test passes (1 passed); full suite passes (2,792 passed, 27 skipped). Fix 5ccf499 is pushed. Not merging until replacement Actions run 1784 is fully green.
