Closes #1477

What changed

  • add encrypted, account-scoped pinned work alongside the bounded Recent work list
  • make Pin/Unpin offline-first and synchronize operations across signed-in devices
  • render Pinned work above Recent work with independent keyboard/touch controls and 320px-safe layout
  • migrate existing encrypted Recent work list envelopes without losing entries

Verification

  • python3 -m pytest tests/ -q — 2804 passed, 28 skipped
  • STACKCHAIN_RUN_RELEASE_E2E=1 python3 -m pytest tests/e2e/test_mobile_pinned_work_release.py -v — 2 passed at 320×568 and 390×844
