Closes #159

Adds a mobile-first, draft-safe New issue flow to My Work. Repository access and assignee identity are derived server-side; creation is bounded, self-assignment must be confirmed, and successful issues enter My Work immediately.

Tests: python3 -m pytest tests/ -q (187 passed)
Mobile render: 375×667 Chromium; 44px trigger, 375×667 sheet, title focus, aria-modal confirmed.
