Closes #203

What changed

  • preserve bounded milestone identity through initial, paged, and detail issue payloads
  • add repository-bounded open milestone listing and assignment-safe confirmed mutations
  • add a touch-safe milestone editor, card badges, release-lane filtering, and lane-aware work sessions

Verification

  • pytest -q — 309 passed
  • JS/Python syntax and git diff --check clean
  • Playwright mobile render at 390x844: lane and editor controls both 44px; August RC badge/options rendered and issue sheet retained the confirmed selection
