Validation blocked: local full suite passes (17 tests), and the 2-file UI diff is mergeable/low-risk, but Gitea Actions run 18 failed before tests because .gitea/workflows/ci.yml installs a missing requirements.txt. Tracking the CI regression in the newly filed issue; this PR remains open and unmerged until CI passes.
