What changed

adds an explicit opt-in and clear control for private offline My Work data
persists a seven-day, user-bound, schema-minimized queue-card snapshot
hydrates cold offline launches read-only and gates network actions until reconnect
precaches the storage module while continuing to exclude APIs and mutations

Validation

strict RED/GREEN cycles for snapshot minimization, expiry/user isolation, opt-out clearing, dashboard wiring, and service-worker precaching
pytest -q → 369 passed
node --check frontend/offline-work.js frontend/service-worker.js
