Closes #260

Adds opt-in, account-bound, privacy-safe delivery receipts for closed-app Background Sync. Success receipts deep-link to the created issue or source conversation; permanent failures route to Drafts. Notification permission is requested only from the explicit control.

Verification:

  • RED observed for receipt metadata, preference persistence, worker notifications/click routing, UI wiring, and shell cache upgrade
  • python3 -m pytest tests/ -q — 456 passed
  • Playwright at 320×568 and 390×844 — 44px target, no horizontal overflow, not covered by mobile dock, off by default, no page errors
