Closes #273

Expands the one-tap mobile Attention flow to assigned P0/critical, overdue, and due-today issues while preserving deduplicated update/review behavior. A canonical predicate drives both queue membership and the dock badge; the offline shell revision ships the change atomically.

TDD: new behavioral test observed failing before implementation; focused suite 141 passed; full suite 480 passed.
