Product slice

list eligible repository assignees from an assigned issue
atomically replace the operator with the selected teammate while preserving co-assignees
revalidate assignment and recipient eligibility before mutation
provide a touch-safe mobile handoff selector with confirmation and retry state

Verification

python3 -m pytest tests/ -q — 500 passed
rendered at 320×568 and 390×844: no horizontal overflow; all handoff controls 44px high
Python and JavaScript syntax checks pass
