Closes #329

Product slice

enforce independent agent/test deadlines
terminate full process groups with TERM-to-KILL escalation
persist distinct timeout states and block later release stages
expose validated CLI/environment configuration

TDD evidence

RED: process-tree test failed on missing timeout arguments
RED: agent/test state tests failed as ordinary failures
RED: invalid deadline and CLI tests failed before implementation
Focused: 24 passed in 0.57s
Full: 604 passed in 21.10s
git diff --check: pass
