Closes #349

What changed

  • proactively warm the bounded Today issue/PR queue after healthy refresh and Add to Today
  • skip unchanged revisions, limit hydration to two concurrent requests, preserve stale copies on transient failure, and retry only failed items
  • expose an accessible 44px mobile readiness/retry control and precache the coordinator

Validation

  • pytest -q — 652 passed
  • Node syntax checks and git diff --check passed
  • Chromium at 390×844: document width 390px, readiness control 336×66px, retry target 132×44px
