Closes #361

What changed

  • reject delayed Today snapshots below the highest account-scoped server revision
  • broadcast fresh plans to same-account browser tabs while preventing cross-account adoption
  • refresh and replay pending operations on reconnect or foreground
  • roll the offline shell cache so installed dashboards receive the change

Verification

  • pytest -q tests/test_today_sync.py tests/test_today_work.py
  • pytest -q (680 passed)
