Summary

persist account-scoped Later wake times with revisioned, idempotent authenticated APIs
synchronize defer, restore, expiry, migration, reconnect, and cross-tab adoption while keeping offline changes immediate
ship the sync client in the versioned offline shell and expose saved/pending status

Tests

pytest -q — 690 passed

Closes #363
