Closes #365

Adds account-safe, single-flight automatic retry to Today and Later planning queues. Retries preserve operation IDs, honor Retry-After, back off to a bounded delay, and surface retry timing in the dashboard. Planning APIs now return retry guidance, and the offline shell cache is advanced.

Tests: pytest -q — 695 passed.
