Summary

  • persist account-bound Create & start intent through foreground and background issue delivery
  • retain confirmed worker delivery until Today sync can complete, with a one-tap mobile continuation
  • prevent duplicate issue/Today operations and keep capacity or sync failures actionable
  • refresh the installable offline shell

Validation

  • pytest -q — 749 passed
  • Chromium mobile render at 390×844 — 44px continuation target, no horizontal overflow, tap handled
