Closes #393

Phone-sized My Work cards now keep Today/Later controls behind a touch-safe Plan or defer disclosure. Opening another card closes the previous disclosure; Escape closes and restores focus. Desktop keeps controls expanded.

Tests: pytest -q (752 passed). Rendered Chromium checks cover mobile collapsed/open/exclusive/Escape behavior, no horizontal overflow, and unchanged desktop expansion.
