Closes #397

Bounds every same-origin foreground dashboard API request at the shared session boundary, composes caller cancellation, settles when fetch ignores abort, distinguishes retry-safe reads from ambiguous mutations, and ships the updated runtime in offline shell v61.

Tests: pytest -q (763 passed).
