Closes #403

What changed

  • expose truthful, bounded repository pagination for issue capture
  • authorize labels, milestones, and creation with a targeted repository lookup
  • add a touch-sized, retryable Load more repositories flow that preserves the draft and selection
  • roll the offline shell cache for installed mobile clients

Verification

  • pytest -q — 775 passed
