Closes #417

Product slice

  • transfer the fingerprinted runtime, dashboard HTML, and stylesheet with gzip when clients permit it
  • respect explicit gzip;q=0 and identity negotiation
  • retain cache/security policies and avoid compressing small responses

TDD evidence

  • RED: runtime wire-response test failed because Content-Encoding was absent
  • RED: explicit gzip;q=0 test failed against Starlette's substring negotiation
  • GREEN: focused frontend bundle suite: 7 passed
  • Full suite: 799 passed
