Closes #459

What changed

  • persist account-scoped available time and per-item estimates with Today revisions
  • show planned/free/over-capacity time with explicit overcommit confirmation
  • sync metadata offline and across tabs/devices, including legacy-plan migration
  • show estimated current and remaining runway during Today sessions

Verification

  • python3 -m pytest tests/ -q — 893 passed
  • JavaScript syntax checks and git diff --check passed
  • Chromium at 390×844: no horizontal overflow, 44px controls, sticky safe-area actions, zero console/page/5xx errors; screenshot /tmp/stackchain-plan-today-390x844.png
