What changed

schedule live refreshes from healthy section freshness deadlines and full-outage cooldowns
honor bounded Retry-After and cap transport backoff at one minute
keep revalidation from spinning and reset backoff after recovery
roll the offline shell and document the scheduling contract

Verification

RED observed for cooldown, healthy-section deadline, Retry-After, bounded backoff, revalidation spin prevention, and shell cache tests
pytest -q tests/test_context_polling.py — 12 passed
pytest -q — 913 passed
git diff --check — clean
