What changed

derive a separate shell generation digest from rendered HTML, runtime, CSS, manifest, icons, background worker dependency, and normalized service-worker behavior
preserve runtime-only content addressing while making CSS/manifest/icon/worker-only releases create distinct caches
normalize the legacy cache marker so generated output remains deterministic

Verification

RED observed for CSS-only generation and all non-JavaScript shell assets
pytest -q tests/test_frontend_bundle.py tests/test_service_worker.py — 52 passed
pytest -q — 1032 passed
Python compileall and node --check frontend/*.js passed
