Closes #513

Outcome

  • reserve a privacy-safe Security activity event before credential creation
  • fail closed when the journal is unavailable and discard reservations on registry failure
  • preserve successful enrollment as a truthful pending event if finalization fails
  • render “Passkey enrolled” safely in the activity sheet and document the guarantee

Verification

  • focused: 94 passed
  • full suite: 1036 passed
  • node --check frontend/session.js
  • git diff --check
