Closes #517

What changed

  • preserve bounded individual Gitea commit checks with same-forge job links
  • show blocking checks first in both mobile pull-review flows
  • refresh checks in place without clearing head-scoped review state
  • identify blocking jobs directly in the merge gate

Verification

  • python3 -m pytest tests/ -q — 1051 passed
  • Chromium at 320×568 and 390×844 — no page/panel overflow; Checks precedes files; disclosure/refresh/job targets are 44px; failed checks auto-expand
