Closes #533

Product flow

  • Queue add/remove blocker desired state from saved Today issue details while offline.
  • Persist account-bound blocker operations through the existing IndexedDB/background-sync lane.
  • Converge retries idempotently and keep Today blocked until canonical dependencies confirm delivery.
  • Surface unconfirmed/permanent changes as actionable Delivery work.

Verification

  • Focused: 199 passed
  • Full suite: 1095 passed in 58.90s
  • JavaScript syntax and Python compile checks passed.
