Closes #559

What changed

  • adds an above-fold mobile readiness card before My Work
  • reuses live install/offline/notification readiness without passive permission requests
  • opens the existing accessible setup sheet and restores launcher focus
  • hides completed prompts and persists Not now for seven days
  • rolls the offline shell cache so the new flow reaches installed devices

Verification

  • RED: proactive-discovery, card-launcher focus, bounded-dismissal, integration, and shell-generation tests failed before implementation
  • focused: 63 passed
  • full suite: 1159 passed in 62.46s
  • Chromium at 390×844 and 320×568: no horizontal overflow, card before My Work, both controls 44px
