Closes #597

Product slice

  • replaces static Today runway with elapsed-aware remaining time and capacity projection
  • surfaces over-estimate and projected over-capacity status on the existing one-second timer tick
  • adds a lazy-loaded, thumb-safe Adjust remaining plan action to every mobile work sheet
  • pauses only running timers during replanning and restores that prior state after the planner closes
  • keeps the core runtime below its 96 KiB gzip budget and rolls the offline shell atomically

Verification

  • RED observed for runway, timer aggregate/view, handoff, mobile wiring, and shell cache tests
  • focused: 67 passed
  • full: 1248 passed
  • JavaScript syntax and git diff checks pass
  • core runtime: 98,226 bytes gzip (limit 98,304)
