Product slice

replaces static Today runway with elapsed-aware remaining time and capacity projection
surfaces over-estimate and projected over-capacity status on the existing one-second timer tick
adds a lazy-loaded, thumb-safe Adjust remaining plan action to every mobile work sheet
pauses only running timers during replanning and restores that prior state after the planner closes
keeps the core runtime below its 96 KiB gzip budget and rolls the offline shell atomically

Verification

RED observed for runway, timer aggregate/view, handoff, mobile wiring, and shell cache tests
focused: 67 passed
full: 1248 passed
JavaScript syntax and git diff checks pass
core runtime: 98,226 bytes gzip (limit 98,304)
