Product slice

adds a persistent active-item HUD above the mobile task dock
exposes live elapsed/estimate and budget-risk state outside detail sheets
supports pause/resume, exact checkpoint reopen, and Adjust plan
hides with task overlays and preserves paused state when reopening
moves the dock controller into the startup Today feature chunk to retain the 96 KiB core budget

RED: new HUD behavior, overlay coordination, paused reopen, and hidden dock action tests failed before implementation
Focused: 217 passed
Full: 1251 passed
Mobile Chromium: 320x568 and 390x844; zero horizontal overflow, 44px controls, HUD clears dock, ellipsis verified
