Closes #613

Product slice

  • open mobile New on title/note instead of repository metadata
  • save directly to existing account-bound Drafts capture
  • progressively reveal the complete filing workflow with File now
  • resume repository-bearing drafts directly in filing mode

Verification

  • RED: focused capture-first behavior test failed on the old New issue heading
  • GREEN: python3 -m pytest tests/test_unfiled_captures.py -q → 5 passed
  • Focused UI regression: 224 passed
  • Full suite: 1268 passed
  • git diff --check clean
