Closes #651

Product slice

  • removes the duplicate mobile My Work header action strip
  • adds Recaps to the dock queue sheet and routes it to existing recap history
  • preserves desktop actions and existing mobile queue behavior
  • keeps the initial runtime at the 95 KiB gzip budget

Verification

  • RED: new queue/Recaps and responsive assertions failed before implementation
  • focused: 17 passed
  • full suite: 1299 passed
  • runtime gzip: 97280 bytes / 97280-byte budget
