What changed

contain unexpected validator, checkpoint, or device-specific failures inside one Web Push delivery job
await every started device job before releasing the global dispatch lease
preserve failed revisions for retry while checkpointing healthy sibling deliveries

Verification

RED: focused regression failed because a competing worker acquired the lease while a healthy sibling was still active
GREEN: focused regression passed
focused: 42 passed
full: 1312 passed
