Closes #671

Product slice

  • select unassigned issues across loaded Find Work pages
  • preflight Today capacity before any assignment
  • claim sequentially and queue confirmed issues in selected order
  • continue after assignment races with truthful partial outcomes
  • ship mobile-safe sticky controls and offline bundle support

Validation

  • RED observed for missing batch flow, ordered partial failure, selection retention, and mobile integration
  • python3 -m pytest -q → 1337 passed
  • node --check frontend/dashboard.js and git diff --check pass
