Closes #683

After the final unread Update, the mobile queue sheet now reopens as an accessible completion handoff, focuses the highest-priority live queue, and falls back to Find Work when owned queues are clear. Queue availability is re-evaluated before continuation.

Tests: pytest -q (1357 passed).
