Closes #685

Adds a chronological mobile Agenda for assigned issues due through the next seven local calendar days. The queue is available in My Work and the phone queue switcher, labels deadline groups, preserves existing issue-detail and planning actions, and remains read-only until the operator chooses an existing action.

TDD proof: new behavioral tests failed before implementation. Full suite: 1359 passed.
