Closes #689

Replaces the host-sensitive wall-clock threshold with deterministic synchronization that proves exactly three recap time-log operations enter concurrently, a fourth remains blocked until release, and all five complete in request order.

Tests:

  • focused test repeated 10 times
  • python3 -m pytest tests/ -q (1362 passed)
