Closes #691

Turns the fully empty mobile Work state into a complete entry flow: the Work dock opens Find Work, and the queue presents thumb-reachable Find and Create actions. Existing Continue, Resume, Start, and Plan precedence is unchanged.

Tests: pytest -q (1363 passed).
