Closes #695

What changed

  • wait within the bounded Find Work request budget for another worker to publish a cold catalog
  • take over when the prior refresh lease is released or abandoned
  • retain single-owner scanning while a valid lease is active

Verification

  • RED: slow cross-worker publication failed at the former 50-poll cutoff
  • RED: released-owner takeover returned 503
  • focused: 29 passed
  • full suite: 1365 passed
